ژوور هاوكار بووه بۆ ئاماده‌كردنى چه‌ندین دیراسه‌ى ئابوورى ده‌رباره‌ى كێشه و گرفتى بازرگانان و خستنه ڕووى چاره‌سه‌رى به هه‌ماهه‌نگى له‌گه‌ڵ ده‌زگا حكومیه په‌یوه‌ندیداره‌كان به مه‌به‌ستى باشتر كردنى كار و بژێوى بازرگان و پیشه‌سازان هه‌روه‌ها به مه‌به‌ستى به‌رزكردنه‌وه‌ى تواناى مرۆیى بۆ كاركردن له بوارى كه‌رتى تایبه‌ت به هه‌ماهه‌نگى له‌گه‌ڵ ڕێكخراوه نێوده‌وڵه‌تیه‌كان چه‌ندین خولى ڕاهێنانى كردۆته‌وه كه ژماره‌یه‌كى زۆر له ئه‌ندامان تیایدا سوودمه‌ند بوون. وه هه‌روه‌ها یه‌كلایى كردنه‌وه‌ى كێشه و گرفته‌كانى بازرگانان له سه‌نته‌رى داوه‌رى بازرگانى له ژوورى بازرگانى هه‌ولێر.
